Manchester City have formally launched a “comprehensive” appeal against an independent commission’s finding that the Premier League champions committed serious financial rule breaches over a nine-season period.

The club confirmed that its appeal was lodged at 7pm on Thursday, October 1, following the publication of the commission’s verdict by the Premier League.

City strongly rejected the findings, maintaining that it remains innocent of the accusations and insisting that substantial evidence exists to support its position.

The independent commission found Manchester City guilty of all charges relating to serious financial breaches between the 2009/10 and 2017/18 seasons.

It also upheld three of four allegations concerning the club’s failure to cooperate fully with the Premier League’s investigation.

At the centre of the case are allegations that City used so-called “sham” commercial agreements to artificially inflate revenue and reduce reported costs. According to the commission’s findings, the arrangements involved hundreds of millions of pounds and allowed the club to significantly breach both Premier League and UEFA spending limits.

The Premier League said the commission found that City had filed misstated financial accounts and concealed the true state of its finances from auditors and football regulators.

The investigation, which dates back several years, has become one of the most significant disciplinary cases in the history of English football.

City, however, has remained defiant.

In its latest statement, the club argued that the commission’s opinion contains “clear material errors” involving law, principle and fact, describing the decision as unsafe.

“The club is innocent of the accusations made by the Premier League,” City said, adding that it possesses what it describes as a “comprehensive body of irrefutable evidence” supporting its position.

The appeal will now be considered by a new three-member independent appeal board appointed through the Premier League’s Judicial Panel.

The appeal hearing is expected to be conducted privately and, under league rules, should be completed within 12 weeks of the appeal being lodged. A decision is expected within 30 days after the hearing concludes.

The outcome could have major consequences for City. Potential sanctions under Premier League rules include a reprimand, financial penalties, suspension, points deduction and, in the most severe circumstances, expulsion from the competition.

However, the club’s appeal means the full consequences of the commission’s findings remain unresolved.

The case has already generated intense debate across English football, with rival clubs, former players and commentators questioning what punishment would be appropriate if the guilty verdict ultimately stands.

For Manchester City, the appeal represents another crucial stage in a legal battle that has lasted years.

The club will hope the appeal board overturns the commission’s findings, while the Premier League will seek to defend one of the most consequential verdicts in its history.

Until the appeal is decided, City’s future remains caught between its remarkable success on the pitch and an unresolved financial controversy off it.
